In chapters 16 - 18 Katniss and Rue had just made an alliance. They decided that if they could take out the career tributes' food supply, they couldn't survive for long. As the two of them hunted and gathered some food they came up with a plan. Off in the distance Rue set up a fire making sure to use enough green wood to make the smoke noticeable. Cato quickly notices the smoke and pointed it out to the other tributes that were with him. Soon all the career tributes had left in the direction of the smoke when Foxface arrived at the camp and precautiously approached the pyramid of supplies. Then she began to approach the pyramid with strange little hops, sometimes landing on one foot, teetering slightly, sometimes risking a few steps. (Page 218) Katniss then knew that there were some kind of booby traps. After pondering how to destroy the pyramid Katniss shot three arrows at an apple sack. The third arrow released the apples as they fell a pond the mines. The pyramid was completely demolished when the careers came back. Eventually Katniss made it back to where Rue and her were suppose to meet only Rue wasn't there. Katniss went to the location of where the third fire, but it had never be lite. In the short distance Katniss heard a Mocking Jays' repeating Rue's four-note tune when all of a sudden there was a child's scream. "Katniss! Katniss!" Rue shouted out. (page 232) Katniss ran as fast as she could towards the voice of Rue to find the District 1 boy had thrown a spear in the shaft of Rue's stomach. Katniss imediently shot an arrow at the boys neck killing him. Rue had died and Katniss was with her to her last breath.

On page 208, Rue decided to trust me wholeheartedly. I know this because as soon as the anthem finishes she snuggles up against me and falls asleep. After reading this I could infer that Katniss and Rue had basically became friends. Page 213, Unexpectedly Rue throws her arms around me. I only hesitate a moment before I hug her back. Neither of them took precautions about one another. In Katniss' perspective it's almost as if Rue is like Prim, her younger sister. On page 234 when Rue asked Katniss to sing to her, Katniss thought, But if this is Prim's, I mean, Rue's last request, I have to at least try. Because of Rue small size indirectly she reminds Katniss of Prim. Katniss was almost always thinking about Prim, that she wouldn't want her to see her die, she was doing this for Prim, and thinking about leaving Prim home alone before remembering that she had her mother, Gale and the baker who promised she'd never go hungry.

In chapters 16 - 18 I'd observed that Katniss had become really close to Rue. The similarity to Prim, how she gave her sleeping bag to Rue, they hugged each other before leaving to destroy the careers' food supply. After Katniss found Rue and killed the District 1 boy Rue said, "You have to win." Katniss insisted that, "I'm going to. Going to win for the both of us now." Not only did she promise Prim that she would win but now she promised Rue she would. On page 242 Katniss thought, " But I told Rue I'd be there. For the both of us. And somehow that seems even more important than the vow I gave Prim." So now I think Katniss is committed to win the hunger games for Rue and Prim. Although at the end of chapter 18 Claudius Templesmith's voice boomed down from overhead con graduating the remaining six tributes. He announced that there had been a rule change. Both tributes from the same district will be declared winners if they are the last two left. As of now Peeta and Katniss were both allies.
